Topic type:
I notice when a user uses 'refine search' they can search between date ranges. Where do these dates come from? I'd like to use it to locate content from a certain decade. At the moment items tagged a certain date (1888) or decade (1880s) don't seem to get picked up.

Ok - so I''ve added an extended field with xml element name dc: date , ftype year.
When I add a new item though I don't seem to get the option to ender a date. I wonder what I'm doing wrong.

Looking at tauranga.kete.net.nz, I see an extended field called Decade that has an ftype of year, but I don't find it added to any topic types. I also didn't find it added to the image content type either (btw, are you sure you want all those fields that are there added to that type?) , I didn't check the other content types, though.
So it seems like you are missing the critical step of adding the extended field to a topic type or a content type. Only after that step (Administrator's Toolbox > topic types (or content types) > pick a type by clicking Edit > add a field from available fields), will the field show up in forms for items.

What do I need to change to have the year option also turning up when I add an image to a topic? Or simply add an image?

I've created these with the ftype of date and applied these to the topic and image filds. I've gone through and added years to many articles as well. When I browse a topic now though, those years insteaqd pf showing as 1889 for example, show as 1898-01-01 (or 1898-31-12). I though this might be because the ftype should be year rather than date so changed that. The dates still show in long format though. What do you think I need to do to have the dates show just as years?

Try changing Administrator's Toolbox > reconfigure site > Advanced Options > Results Display > DC Date Display Detail Level to 'year' (sans quotes) and restart server.

You have to use extended fields that are of the ftype of either date or year along with an xml element name of dc:date and/or the date the item was created at*. A simple tag is only treated as text and isn't understood to be meaningful as a date.
You can also display dates in the search results, check out an example here: http://archivescentral.org.nz/en/site/all/topics (note there is some site specific hacking in this case, but most of the functionality is available to vanilla Kete sites)
You may be interested in the system settings under Administrator's Toolbox > reconfigure site > Advanced Options > Search and Administrator's Toolbox > reconfigure site > Advanced Options > Results Display. Read setting explanations thoroughly.
* by default the date an item is created at is included in date searches, but you can turn this off with a system setting Advanced Options > Search > Add Date Created to Item Search Record and by rebuilding your search databases.
