Hard to tell, as sites registering for the map is only voluntary. There is a link for site administrators to register their sites on every Kete installation after 1.2, but we have had some periods where that functionality was broken. It's a tad tricky to implement due to network connection requirements and wanting to prevent an avenue for spam attacks on old.kete.net.nz.
I suspect many site administrators mean to register their sites, but put it off until their sites are ready and then forget to do it. I also know of several trial sites, for example there is one in Norway, that are not meant for the public at large yet.
I often add missed sites myself if I know that they are public and that they would want to be listed. So if you know of any, please let me know.
