The short answer to your question about deleting tags is 'no'.

Misspellings (or alternative spellings), though sometimes offensive to the eye, actually aid discoverability of items. So I discourage "cleaning them out". In the example you give, I would keep them.

Of course there are occasions when tags really should be gotten rid of, but they are the exception rather than the rule. Here's the process:

1. edit every item that has the tag and take it out of the tag list for that item, save the item

2. once all "taggings" of tag are gone, have a programmer do this:

   script/console production # drop "production" if running in development
    >> Tag.find_by_name('the_tag_name').destroy
    >> exit
    rake tmp:cache:clear

That will get rid of the tag from the site completely. Unfortunately you have to edit each item by hand.

Unfortunately you have to edit the template to do this. There isn't a feature that allows for re-ordering the side bar elements. Only turning each one on or off, at least in the case of the homepage.

However, a programmer can edit the templates fairly easily to suite.
