How do I use the privacy settings to enable different actions for different groups of registered users?
I want to set up a Kete which is about our organisation, Horowhenua Library Trust.
- I only want a few site administrators.
- I want all staff and Trustess, and only staff and Trustees, to be able to add material, edit items, view and comment,
- I want anyone and everyone to be able to able to view the content, and make comments,
- I would also like a private basket for Trustees which only they can add, edit, view and comment on.
What would be the best way to approach this?

First up a little clarification about the topic's title "Using Privacy Controls". The topic actually encompasses setting things up that are broader than Privacy Controls.
Now, on to your query. It is important to understand how baskets and roles work in Kete. Here's a background topic on that:

Next, it's important to keep in mind that the "site" basket (it can actually be renamed) is a special type of basket. By default any registered user gets the role of "member" on the "site" basket and (by default) add and edit material in the site basket. For other baskets, unless they are added to the "Default Basket IDs" system setting along with the "site" basket, users must be explicitly added as a member to the basket to gain rights on that basket.
This set up, without modification, works great for online community sites that grant everyone fairly equal content creation rights. A good example is your own Kete Horowhenua which Kete was built for.
However, as is your case for your new site, this doesn't always suit site's that need more control over who can do what. Since 1.1, a number of configuration options, including Privacy Controls, have been added to allow Kete to be more flexible in this regard. They revolve around using basket preferences.
You could actually enable Privacy Controls for both of the new baskets if you want.
After this the "site" basket will still operate as a place where people may discover items from all baskets, the other thing that makes the "site" basket special, but it won't be used as the main place for content to be added or edited. That will be the new baskets.
