It would be very conveintient to allow Basket Admin's to perform Import set uploads.
The rights and administration are delegated to a particular user as the basket admin so that the site and tech admin's do not need to be involved in the daily management of the that particular basket.
The basket admin is the top user of that basket and have the ability to change the look and feel of the basket as well as administering membership and moderation. They have the full ability to modify and delete topics and other content types in their basket should also allow them to bulk upload into the basket using the import set feature for themselves or for members of their basket who request content to be attached or added in a bulk manner.
Update: this feature was implemented, in slightly different way, in ticket #278 and will be a part of the Kete 1.3 release.
